01 —About the project

A city block
transformed

Esperia Court has called this corner of Strathfield home for over 70 years, initially owning and operating a café located along The Boulevarde. Now, as the existing building reaches the end of its practical life cycle, it’s time for a new chapter – one that delivers far more than a replacement building.

The proposal at 2–14 Churchill Avenue is a mixed-use development of approximately 309 apartments, ground floor retail, and commercial space, all designed around a transformed public realm that will activate Strathfield Square beyond business hours and well into the future.

Critically, the project unlocks something the Strathfield community has long envisioned: relocating vehicle access from Churchill Avenue to The Boulevarde, enabling the full pedestrianisation of Strathfield Square and creating a genuine civic heart for the town centre.

Two floors of affordable housing – fully funded by the developer at no cost to government – will be managed by a professional Community Housing Provider and made available to low- to moderate-income earners and key workers priced out of the private market.

The project is designed by Architectus and is progressing through the NSW Government’s Housing Delivery Authority pathway as a declared State Significant Development.

Project vision

“A landmark development that puts Strathfield on the map, unlocking the community’s bold vision for Strathfield Square and igniting a vibrant, re-energised town centre that will be enjoyed for generations to come.”

What is the Housing Delivery Authority (HDA)?

The HDA is a NSW Government body established in January 2025 to fast-track the assessment of major housing projects. It focuses on well-located sites – particularly those near transport hubs – and can approve State Significant Developments more quickly than the standard planning pathway.

The HDA offers a clear pathway for large residential and mixed-use developments, improving consistency in planning decisions and speeding up assessments without sacrificing quality.

Rezoning

Part of the site is currently zoned E2 Commercial, which does not permit residential use. Esperia Court is seeking a concurrent rezoning to MU1 Mixed Use, assessed alongside the State Significant Development Application.

About the project

Why is Esperia Court proposing the redevelopment of the building at 2–14 Churchill Avenue?2026-08-18T11:06:14+10:00

Esperia Court is exploring urban renewal opportunities to revitalise the site and its surroundings as the current building is reaching the end of its practical life cycle and is under-utilised. Esperia Court aims to deliver a cohesive development outcome that benefits the Strathfield community by providing a much-needed mix of uses, activating the area beyond business hours and transforming it into a vibrant, diverse, and dynamic mixed-use residential hub. The project will also help address the ongoing housing crisis in Sydney by including a range of housing options, including much needed affordable housing.

What is being proposed at 2–14 Churchill Avenue?2026-08-17T21:22:30+10:00

Esperia Court proposes to deliver a mixed-use development comprising residential accommodation and commercial spaces. It will include approximately two floors of commercial use – including brand new ground floor retail spaces, three floors of affordable housing, multiple levels of residential units, and ground floor public realm improvements. The project will comprise approximately 305 apartments in total.

Who owns the building?2026-08-17T21:22:30+10:00

Esperia Court has had a presence at this site for over 70 years, initially owning and operating a café located along The Boulevarde. Esperia Court is an Australian family-owned and operated property and land development business based in NSW.

Will the current building be demolished?2026-08-17T21:22:30+10:00

Yes. The current building has reached the end of its practical life cycle, is under-utilised, and is not viable for adaptive reuse.

Who is the project architect?2026-08-17T21:22:30+10:00

Architectus – a multi-disciplinary practice with national reach and deep expertise with headquarters in Sydney CBD – has been appointed on this project. They have a team of 800+ architects, interior designers, landscape architects, urban planners, urban designers, digital experts, and wayfinding specialists collaborating across 13 studios in Australia and New Zealand, working on projects of every type and size. Through a thoughtful, integrated approach to design, they form genuine partnerships to create meaningful and resilient places that endure.

Housing and Affordability

How many apartments and what types of housing will be provided?2026-08-17T21:22:30+10:00

The project will provide approximately 305 apartments in total, and proposes two types of housing: apartments available for purchase, and approximately three floors of affordable accommodation, which will be managed by a professional Community Housing Provider. The affordable housing will comprise approximately 5.1% of the building’s total residential floor space.

What is affordable housing?2026-08-17T21:22:30+10:00

Affordable housing in NSW is government-assisted rental housing designed for low- to moderate-income earners, particularly key workers, who are priced out of the private market but earn too much for social housing. Rents are capped at 20% to 25% below the local market rate so tenants spend no more than 30% of their gross income on housing.

Who qualifies for the affordable housing?2026-08-17T21:22:31+10:00

To qualify for affordable housing in NSW, you must be an Australian citizen or permanent resident, aged 18 or older, and currently live in the state. Affordable housing programs are strictly means-tested, with eligibility determined by assessing both gross household income and assets (such as savings and property). Please refer to NSW Government website for eligibility criteria.

Will the affordable housing be permanent?2026-08-17T21:22:31+10:00

The affordable housing on this project will be provided for a period of 15 years, at which point it will revert to standard residential market housing.

How much does the affordable housing component cost the government?2026-08-17T21:22:31+10:00

The affordable housing component on this project will be fully funded by the developer. There will be no cost to the NSW Government or Strathfield Council in delivering this benefit.

The Building

How many storeys will the project be?2026-08-19T11:36:04+10:00

The project will feature approximately 45 storeys, including the ground floor.

What provisions for car parking are included in the project?2026-08-17T21:22:31+10:00

The scheme will provide car parking in line with Transport for NSW guidelines, with the final number of spaces to be determined following detailed design.

Where will vehicles access the building?2026-08-17T21:22:32+10:00

Vehicle access to the building’s basement levels will be located along The Boulevarde.

What will the ground floor look like?2026-08-17T21:22:32+10:00

The ground floor will comprise mainly retail uses, with the retail tenants yet to be determined. The ground floor will have an activated street frontage onto Strathfield Square, while the building will also include lobby spaces for both the commercial and residential portions.

Planning and Approvals

Who approves this project – council or the state government?2026-08-17T21:22:32+10:00

This project is assessed by the Department of Planning, Housing and Infrastructure through the Housing Delivery Authority (HDA). The HDA was established in 2025 specifically to expedite housing delivery across NSW. Projects of this scale and significance are considered ‘State Significant Developments’ – with this project receiving this determination in November 2025 – and are assessed at a state level.

What is the HDA?2026-08-17T21:22:32+10:00

The HDA is a NSW Government body established in January 2025 to fast-track the assessment of major housing projects. It focuses on well-located sites – particularly those near transport hubs – and can approve State Significant Developments more quickly than the standard planning pathway. The HDA offers a clear planning pathway for large residential and mixed-use developments, aiming to improve consistency in planning decisions and speed up assessments, without sacrificing housing quality.

Does the site need to be rezoned?2026-08-17T21:22:32+10:00

Yes. Part of the site is currently zoned E2 Commercial, which does not permit residential use. As part of the project, Esperia Court is seeking a concurrent rezoning of the site to MU1 Mixed Use, which allows residential development. This rezoning will be assessed concurrently to the State Significant Development Application (SSDA).

What is the current stage of the project?2026-08-17T21:22:33+10:00

The project is currently in the concept design development phase and is expected to be lodged with the HDA by the end of 2026.

When will the project start?2026-08-17T21:22:33+10:00

Subject to planning approval and detailed design, construction is targeted to commence in 2029.

Impact on Neighbours and the Community

Will tenants need to vacate the building?2026-08-17T21:22:33+10:00

The redevelopment will eventually require all current tenancies on the site to be vacated prior to demolition. Tenants will be given plenty of advance notice prior to this requirement.

Will the project affect nearby residents with overshadowing?2026-08-17T21:22:33+10:00

The project team has undertaken detailed shadow modelling to inform the design process and ensure nearby parks and public open spaces are not impacted. The team will accurately assess residents’ solar access relative to the Strathfield Council planning controls and the NSW Government’s Apartment Design Guide. These solar assessments will be provided in Esperia Court’s planning application.

What impact will the building have on Strathfield Square?2026-08-17T21:22:33+10:00

As part of this project, Esperia Court is working closely with Strathfield Council to realise additional public benefits, including the full pedestrianisation of Strathfield Square. The full impact will become clearer as the project progresses into detailed design.

Will there be more traffic in the area?2026-08-17T21:22:33+10:00

During the construction phase there will be some additional construction traffic. A traffic management plan will be prepared as part of Esperia Court’s planning application, detailing how vehicle movements will be managed safely while minimising impact on the local area.
